乌东德水电站水土保持管理模式实践与探讨

摘　　要：为保证生产建设单位依法履行水土流失防治责任,亟须开展专业的水土保持管理工作,特别是大型生产建设项目,应严格执行水土保持“三同时”制度。乌东德工程建设部成立了乌东德工程环保中心,建立了水土保持管理体系,明确了水土保持设计、监理、监测和施工单位等各方责任,制定了水土保持管理制度,强化了水土保持“事中”管理。乌东德水电站以自身为主体的水土保持管理模式,可为生产建设单位强化水土保持管理工作提供参考。To ensure that production and construction units fulfill their legal responsibility for soil erosion prevention and control,it is crucial to implement professional soil and water conservation management,especially for large-scale projects,and strictly adhere to the“three simultaneous”system of soil and water conservation.Taking the Wudongde Hydropower Station on the Jinsha River as an example,the Wudongde Engineering and Construction Ministry has established the Wudongde Engineering Environmental Protection Center,which has developed a comprehensive water and soil conservation management system.Clear responsibilities have been defined for design,supervision,monitoring,and construction units in terms of water and soil conservation.Additionally,a water and soil conservation management system has been formulated,and“in-operation”management of water and soil conservation has been strengthened.The water and soil conservation management mode of Wudongde Hydropower Station,with itself as the main body,has effectively prevented and controlled soil erosion.This case study can serve as a reference for production and construction units in strengthening their management of water and soil conservation.
