摘　　要：依据全国水闸安全监测情况调查信息,从水闸安全监测设施设置、监测项目及测点布置、监测资料整编分析、安全监测自动化、人员配置与规章制度、经费与维护等方面,梳理了我国大中型水闸安全监测工作现状,可知大中型水闸安全监测设施设置、资料整编分析及人员配置、经费保障等方面存在严重不足。分析了问题成因与根源,从健全法规标准体系、加强试点示范、强化技术培训和监督检查、鼓励新技术应用等方面提出对策建议,为保障水闸安全运行及长效服役提供支撑。Based on the nationwide survey of sluice safety monitoring,this paper comprehensively examines the current state of safety monitoring for large and medium-sized sluices in China.It covers aspects such as the installation of safety monitoring facilities,layout of monitoring items and measuring points,compilation and analysis of monitoring data,automation of safety monitoring,personnel allocation and regulatory systems,as well as funding and maintenance.It is evident that there are significant deficiencies in the installation of safety monitoring facilities,compilation and analysis of data,personnel allocation,and financial support for large and medium-sized sluices.The causes and origins of these problems are analyzed,and a set of countermeasures and suggestions are proposed,including the improvement of policy and regulatory systems,reinforcement of pilot projects,enhancement of technical training,supervision and inspection,and promotion of new technology applications.These measures aim to provide support for ensuring the safe operation and long-term service of sluices.
