永定河流域农业节水工程资金平衡模式探讨——以山西大同节水增粮项目为例

摘　　要：实施农业节水工程,对推动永定河流域综合治理、生态修复和高质量发展具有重要意义。根据永定河流域农业节水工程概况,从项目自身局限、发展环境受限、政府支持力度不够3个方面,分析资金平衡难题原因。以山西大同节水增粮项目为例,从模式构建、机制建设、实施方案、资金平衡、实施成效等方面介绍了项目资金平衡模式的探索实践情况,提出永定河流域农业节水工程要根据具体情况采取多种资金平衡方式,同时应寻求政府支持的建议。The implementation of agricultural water-saving projects is of great significance for promoting comprehensive governance,ecological restoration,and high-quality development in the Yongding River basin.Based on an overview of agricultural water-saving projects in the Yongding River basin,this study analyzes the reasons for the challenges in fund balance,including limitations of the projects themselves,constraints from the development environment,and insufficient government support.Taking the Water-Saving and Grain Increase Project in Datong City,Shanxi Province as an example,this study explores and discusses the practice of the fund balance model,including model construction,mechanism establishment,implementation plans,fund balance,and the outcomes of implementation.It is suggested that agricultural water-saving projects in the Yongding River basin should adopt various fund balance methods according to specific circumstances and seek government support.
