宁夏合同节水管理实践与探索研究——以北方民族大学为例

摘　　要：合同节水管理模式是以节水改造项目全过程契约式管理为核心的一种新型市场化节水服务机制。在分析宁夏合同节水管理现状、节水潜力与交易水量的基础上,以位于银川市的北方民族大学为对象,对合同节水管理项目建设内容、污水处理工艺、项目投资及效益分享进行论述,总结做好计划管理、规范前期工作、严格建设管理、健全政策制度、加强监督保障、强化技术支撑和加大宣传力度等经验与启示。The contract water-saving management mode is a novel market-oriented mechanism for watersaving services,with contractual management throughout the entire process of water-saving transformation projects at its core.This study focuses on North Minzu University in Yinchuan,Ningxia,and examines the current status of contract water-saving management,water-saving potential,and trading water volume in the region.It discusses the construction content,sewage treatment process,project investment,and benefit sharing of contract water-saving management projects.Furthermore,the study summarizes the experiences and insights gained in effective planning management,standardized preliminary work,strict construction management,sound policy systems,enhanced supervision and security,strengthened technical support,and increased publicity.
