摘 要:近年来国内学者开展了水利遗产认定和价值评估研究,但由于水资源开发利用的复杂性及水利工程结构和功能的多样性,现有评估方法定性成分较多且相对分散,系统性不足。针对上述问题,将具有一定模糊性的水利遗产特征,包括知名度、显著性、稳定性、有效性等,通过确定性、可测度、可统计的指标进行表征,包括遗产存留时间长短、几何尺寸和土方量以及文化事件的发生频次等,并与历史时期较容易获得的工程影响区人口和耕地数据结合,提出更加定量化和数据化的评估指标体系,以期提高水利遗产认定评估的客观性和标准化水平,为全国范围大规模评估提供可能的方法框架。In recent years,domestic scholars have conducted research on the identification and value assessment of water heritage.However,due to the complexity of water resource development and utilization,as well as the diversity of water engineering structures and functions,the existing evaluation methods have a qualitative focus and lack systematicity.To address these issues,this study proposes a quantitative and data-driven evaluation index system to enhance the objectivity and standardization of water heritage recognition and evaluation.The system incorporates deterministic,measurable,and statistical indicators to characterize the ambiguous features of water heritage,including its popularity,significance,stability,and effectiveness.These indicators encompass factors such as the duration of heritage preservation,geometric dimensions,earthwork volume,and frequency of cultural events.Additionally,historical population and arable land data from the affected areas are incorporated to provide a more comprehensive assessment.The proposed framework aims to improve the overall evaluation process and facilitate large-scale assessments of water heritage across the nation.
