摘 要:新兴数字技术正重新定义着包括人力资本积累在内的经济生活各个方面,但目前还未有文献从理论层面探讨数字经济核心要素数据的人力资本效应。本文将数据作为一种新的关键要素引入人力资本的积累过程,在动态一般均衡模型框架内探究数字经济背景下人力资本的周期性以及数据要素对人力资本积累的影响,并讨论了目前文献中所提及的不同来源类型的数据在该过程中发挥的不同作用。研究发现,数据的引入提升了人力资本积累的效率,使其出现了从传统的逆周期变动向顺周期变动逐渐转换的趋势。进一步地,相较于来自消费的数据会受到隐私问题的制约,来自生产过程的数据则更能推动人力资本周期性的转变,且后者能够使经济达到更高的稳态福利水平。A series of emerging economic regimes led by big data technologies are stepping onto the stage gradually,and are redefining all aspects of the economy including human capital accumulation.This paper works to establish a theoretical model to explore a new mode of human capital accumulation under the background of digital economy through introducing data as a new key factor into the process of human capital accumulation.Within the framework of dynamic general equilibrium model,this paper explores the periodicity of human capital and the impacts of data elements on human capital accumulation.The research finds that the introduction of data factor into human capital investment can greatly improve the efficiency of human capital accumulation,making the stock of human capital change from the traditional trend of counter-cyclicity to procyclicity.This paper further discusses the different roles of data from different sources mentioned in the current literature in this process.It is indicated that compared with the data from consumption,which are restricted by personal privacy issues,the data from production can promote the cyclicity change of human capital accumulation,and the latter one can also achieve a higher level of welfare in the steady state.This paper creatively proposes a human capital accumulation equation containing data factor and provides a basic framework for other relevant studies.
