摘  要:国家自然科学基金委员会从2019年开始试点实行科学问题属性分类的项目资助导向,该项改革举措不仅为项目申请者规范了课题类别和撰写要点,还为项目评审专家明确了评审要点和评判标准,在项目遴选和资助管理过程中起到了积极引导作用。本文以数理科学部物理一处光学学科为例,分析了科学问题属性分类资助政策执行以来的现状,讨论了科学问题属性的特点以及在执行中存在的问题,并从申请者、评审专家和管理者多个视角对科学问题属性提出了一些建设性的意见,同时基于科学问题属性对光学学科的未来发展提出了建议。The National Natural Science Foundation of China began to perform the funding orientation based on the attribute of scientific issues from 2019,this reform measure not only standardized the subject categories and writing points for project applicants,but also clarified the review points and criteria for project reviewers,which has played a positive guidance in the project selection and funding management.In this article,we took Optics subject at Physics Division I of Department of Mathematics and Physics as an example,analyzed the status after the implement of the the attribute of scientific issues,discussed the characteristics and problems of the attribute of scientific issues,put forward some constructive suggestions on the attribute of scientific issues from multiple perspectives of applicants,reviewers and managers,and finally gave some ideas for the future development of optics subject based on the attribute of scientific issues.
