基于国企改革背景的昆明地铁运营管理模式实践

摘　　要：目前我国城市轨道交通项目的建设及运营大部分由政府投资及国有地铁运营企业向银行贷款解决,但由于缺乏良好的监管机制和激励机制,运营效率普遍偏低。随着深化国企改革进程的加深,对国有企业市场化改革、提高竞争优势提出了更高的要求。在对地铁运营管理现状和运营管理模式分析的基础上,针对昆明地铁国有国营线路的运营模式进行优化,通过契约化管理的实践,提出了国企改革背景下地铁运营管理模式的建议。At present,most of the construction and operation of urban rail transit projects in China are invested by the government or loaned to banks by state-owned subway operating enterprises.However,due to the lack of good supervision and incentive mechanism,the operation efficiency is generally low.With the deepening of the reform of state-owned enterprises,the market-oriented reform and the improvement of competitive advantages of state-owned enterprises are put forward higher requirements.Based on the analysis of the current situation of subway operation management and operation management mode,this paper optimizes the operation mode of Kunming Metro's state-owned lines,and puts forward suggestions for subway operation management mode under the background of state-owned enterprise reform through the practice of contract management.
