摘　　要：厘清高等教育国际化等相关概念内涵,分析高等教育国际化具有整体性、时代性、曲折性等发展性特征,阐述工具主义以政治观、经济观、人才观、文化观等思想渗透于高等教育国际化的价值理念,并在认识基础上深度影响着高等教育国际化政策与办学行为,剖析构建世界高等教育命运共同体的愿景与难题,提出通过催生合作共赢意愿、摆脱发展路径依赖、突破传统发展格局、推动协商合作模式等,重构高等教育国际化新路径。This paper tries to demonstrate the concept of higher education,analyzing its expansive characteristics like integrity,contemporaneity,and complicacy in the internationalizing process,from political view,economic view,talent view and cultural view,it shows that instrumentalism is permeating into the values of this process of internationalization of higher education in several ideas,which deeply influenced its policy and management conducts.By analyzing the vision and problems of building a community with a shared future in world higher education,this paper proposes a win-win perspective of cooperation to break out of the pattern restricted by path dependence and traditional limits of educational management,promoting a new mode of collaboration and consultation method to establish a new approach to internationalization of higher education.
