摘　　要：本文以优惠原产地规则(PROOs)生效作为准自然实验,基于多期连续型双重差分,深入考察PROOs对本土企业技术创新的影响及其作用机制。研究发现,PROOs具有企业技术创新的促进效应,但促进效应会随时间推移逐渐减弱。影响机制研究表明,PROOs具有中间品竞争效应和市场筛选效应两种正向机制,同时还具有贸易成本效应和贸易转移效应两种负向机制。总体而言,PROOs能够通过增加从成员方进口的中间品种类和提高从成员方进口的中间品质量来促进本土企业技术创新。进一步研究发现,区域贸易协定的水平深度和垂直深度提高有利于发挥PROOs的企业技术创新促进效应。PROOs对从发达成员方进口中间品和产品出口到成员方的企业具有更大的创新促进效应。本文的研究为科学评估PROOs政策对本土企业技术创新的影响提供了重要参考,为优化RTA框架内的PROOs体系提供了有益的政策启示。This study examines the impact and underlying mechanisms of preferential rules of origin(PROOs)on technological innovation of local firms,utilizing the implementation of PROOs as a quasi-natural experiment.Through a comprehensive analysis using multiperiod continuous difference-in-differences models,we find that PROOs have a positive effect on firm-level technological innovation,although this effect tends to diminish over time.Our mechanism analysis reveals two positive mechanisms:the market competition effect and the market selection effect.Also it uncovers two negative mechanisms:the trade cost effect and the trade diversion effect.Overall,PROOs facilitate technological innovation of local firms by increasing the variety and improving the quality of intermediate products imported from member countries.Moreover,we observe that the promotion effect of PROOs on technological innovation is enhanced by increasing both the horizontal and vertical depth of regional trade agreements(RTAs).Additionally,PROOs have a greater impact on firms that import intermediate goods from developed member countries or export goods to member countries.This research provides valuable insights for the scientific evaluation of the influence of PROOs policy on technological innovation of local firms and offers policy recommendations for optimizing the PROOs system within the framework of RTAs.
