摘　　要：新一轮党和国家机构改革进一步优化了政府职责体系,如何在党的集中统一领导下实现部门之间协同高效成为新的研究课题。整体绩效观提供了部门协调与配合的基准,基于整体绩效观对政府职责体系进行调适是一种可行路径,即调整政府作为整体的边界并强化内部机构的职责集成,使政府建立有内部支撑的统一对外平台,进而形成整体绩效输出。为此,需要探索以绩效贡献率为导向的政府绩效评估新思路,在评估政府整体绩效和部门绩效的基础上,以绩效贡献率来衡量部门对于政府整体绩效提升的作用。在“以评促改”框架下强化部门的协同意识与行动,有助于逐步使政府整体绩效观从“形式”走向“实质”。The new round of reform of the Party and state institutions has further optimized the government responsibility system.How to achieve synergy and efficiency among departments under the centralized and unified leadership of the Party has become a new research topic.The holistic performance view provides a benchmark for departmental coordination and cooperation.It is a feasible way to adjust the government responsibility system based on the holistic performance view,that is,to adjust the boundary of the government as a whole and strengthen the responsibility integration of internal institutions,so that the government can establish a unified and open platform with internal support,and then form a holistic performance output.Therefore,it is necessary to explore new means of government performance evaluation based on the performance contribution rate.On the basis of evaluating the holistic performance of the government and the performance of departments,the role of departments in improving the holistic performance of the government should be measured by the performance contribution rate.Under the framework of"promoting reform through evaluation",strengthening the coordination awareness and actions of departments will help gradually shift the holistic government performance view from"form"to"substance".
