摘　　要：打开“过程黑箱”是地方政府创新研究的核心议题之一。地方治理创新通常会经历地方回应发起、中央推广扩散和地方自发学习三个阶段。社会嵌入、政治支持和文化规范是影响地方政府创新过程的关键机制,社会嵌入为地方政府创新提供了契机和动力,政治支持促进了创新项目的延续扩展和纵向扩散,而文化规范则推动了创新项目的政策学习与自发扩散。地方回应型创新跃升为国家政策的过程,既是社会嵌入机制逐步减弱、政治支持和文化规范机制逐步增强的过程,也是反复进行的“地方化”和“国家化”过程。Opening the"black box of process"is one of the core topics of local government innovation research.Local governance innovation usually goes through three stages:local response and initiation,central promotion and diffusion,and local spontaneous learning.Social embeddedness,political support and cultural norms are the key mechanisms that affect the innovation process of local governments.Social embeddedness provides opportunities and impetus for local government innovation.Political support promotes the continuous expansion and vertical diffusion of innovation projects,while cultural norms promote policy learning and spontaneous diffusion of innovation projects.The local responsive innovation leaping to national policy is not only a process of gradual weakening of social embeddedness mechanism,gradual strengthening of political support and cultural norms mechanism,but also a process of repeated"localization"and"nationalization".
