摘 要:本文采用2002-2018年DESTA数据库的贸易协定数据和USPTO数据库的国际专利合作数据,借助最新发展的随机行动者导向模型(SAOM),基于跨网络视角实证检验了全球贸易协定网络与国际创新合作网络的共同演化。研究表明:在全球贸易协定网络和国际创新合作网络的共同演化过程中存在双向的、非对称的跨网络效应。第一,无论是在全球贸易协定网络还是在国际创新合作网络中,拥有共同合作伙伴的两个国家都会提升在另一个网络中双方达成合作的概率。第二,国家间签订贸易协定会直接提高彼此展开创新合作的概率,而国家间的创新合作关系并不能直接促进签订贸易协定。第三,越是在全球贸易协定网络中占据核心地位的国家,越难以在国际创新合作网络中与其他国家达成新合作关系,而越是在国际创新合作网络中占据核心地位的国家,越容易在全球贸易协定网络中与其他国家签订新贸易协定。在此基础上,本文有效区分了专利数量和质量、贸易协定数量和深度以及条款异质性,凸显了贸易协定先于创新合作的阶段特性。此外,政府治理水平和知识产权保护对以上三种跨网络效应存在负向调节效应,表明发展中国家将从中受益明显。本文研究结论为中国优化在全球贸易协定网络中的结构位置,积极融入国际创新合作网络,进而实现两者之间的相辅相成提供了新路径。In recent years,the key core technology fields are absorbing a larger number of closely connected actors,inevitably forming a global network of innovation activities.At present,increasing number of global trade agreements and the trend of networked development mean that the global trade agreement network is becoming a dominant force in trade liberalization.The problem of multiple co-evolution may arise in the case of multiple networks.From the perspective of cross-network effects,this paper attempts to answer the following question:Is it beneficial for a country to actively participate in the global trade agreement network to motivate it to seek new cooperative relationships in the international innovation cooperation network?Or is it beneficial for a country to actively build an international innovation cooperation network to encourage it to seek new trade relationships in the global trade agreement network?How to identify and measure the cross-network effects and relative importance?And do different levels of government governance and intellectual property protection have a moderating effect on the above cross-network effects?This paper uses the Stochastic Actor-Oriented Model(SAOM)for empirical research,based on trade agreement data and patent cooperation data from 2002 to 2018,to deeply analyze the co-evolution process of the global trade agreement network and the international innovation cooperation network.The analysis results are as follows.First,whether in the global trade agreement network or the international innovation cooperation network,the common partnership between two countries in one network can promote them to form a cooperative relationship in another network.Second,the trade agreements signed will directly increase the probability of subsequent innovation cooperation between its signatories,while the existing innovation cooperation relationship between countries has no significant impact on future trade agreements.Third,countries that occupy a core position in the global trade agreement networ
