摘　　要：公平可及享受健康是全人类的期盼,维护全球公共卫生安全也是各国的共同责任。新冠肺炎疫情推动构建人类卫生健康命运共同体,促使各国从封闭走向开放,从竞争走向合作,从零和博弈走向互利共赢。已有文献从基本内涵、理念生成逻辑、构建路径展开研究,在此基础上从“过程—行为”视角,提出“认知—认同—参与—共享”解释性框架。厘清人类卫生健康共同体推进现状,剖析建设过程中面临的现实壁垒,进而提出各国参与人类卫生健康共同体建设的路径,描绘了未来人类卫生健康共同体建设的美好图景,期许在法治框架下探寻全球卫生治理的“最大公约数”。Equitable access to health is the expectation of all human beings,and maintaining global public health security is the common responsibility of all countries.The new coronary pneumonia epidemic has promoted the building of a community of destiny for human health,prompting countries to move from closure to openness,from competition to cooperation,and from zero-sum game to mutual benefit and win-win situation.The literature has re-searched the basic connotation,the logic of concept generation and the construction path,based on which the"cognition-identification-participation-sharing"interpretive framework is proposed from the"process-behavior"perspective.Based on the process-behavior perspective,the interpretive framework of"awareness-identity-partici-pation-share"is proposed.The study clarifies the current situation of promoting the human health community,an-alyzes the real barriers faced in the process of building the community,and then proposes the paths for countries to participate in the construction of the human health community,depicting a beautiful picture of the future construc-tion of the human health community,and hoping to explore the"maximum convention"of global health gover-nance under the framework of the rule of law.
