党建引领乡村治理体系现代化转型的实践路径——以烟台市党建示范区为例

摘　　要：乡村治理体系和治理能力现代化是中国式现代化的主要内容之一,乡村治理体系现代化是在中国共产党领导下的现代化。在乡村治理语境中,中国共产党的领导主要通过党建引领推动乡村治理体系现代化转型。基于对烟台市党建示范区的案例分析发现,乡镇党委通过构建区域性党建的治理结构、发展政经合一的新型集体经济组织和建立党群联结的社会治理网络三个方面的党组织建设创新,从治理理念的转型、治理主体的转变和治理结构的构建三个方面推动乡村治理体系现代化转型。党建引领乡村治理体系现代化转型的路径在于,将党组织建设作为基层党政体制与村民自治中的一种治理机制,利用党组织建设的灵活性和党员身份的复合性,通过党组织建设创新,推动治理理念、治理结构和治理主体的现代化转型。党建引领乡村治理体系现代化有其特殊的组织优势,能够实现乡镇政府和村庄社会的联结,成为后税费时期“悬浮型”政权落地和推动中国式基层治理现代化的路径之一。The modernization of rural governance system and governance capacity is one of the main contents of Chinese-style modernization,and the modernization of rural governance system is under the leadership of the Communist Party of China.In the context of rural governance,the leadership of the Communist Party of China mainly promotes the modernization and transformation of the rural governance system through the guidance of party building.Based on the case analysis of Party building demonstration area in Yantai,it is found that the township Party committee has innovated the Party organization construction in three aspects including building a regional Party building governance structure,developing a new type of collective economic organization integrating politics and economy,and establishing a social governance network connecting the Party and the masses.The modernization of rural governance system is promoted from three aspects:the transformation of governance concept,the transformation of governance subject and the construction of governance structure.The path for Party building to lead the modernization transformation of the rural governance system lies in taking Party organization building as a governance mechanism in the primary-level Party and government system and villagers’self-governance,making use of the flexibility of Party organization construction and the compound nature of Party membership,and promoting the modernization transformation of governance concepts,governance structures and governance subjects through the innovation of Party organization construction.The Party building leading the modernization of the rural governance system has its special organizational advantages,which can realize the connection between the township government and the village society,and become one of the ways to land the“floating”regime in the post-tax period and promote the modernization of Chinese style primary-level governance.
