“双碳”视域下沿海欠发达地区新兴工业城市优化能耗“双控”现状及对策研究

摘　　要：由于区域发展不均衡,广东省沿海欠发达地区仍处于工业化初期阶段,受能耗“双控”指标的影响十分明显。通过调研位于广东省粤西沿海欠发达地区的湛江市近年来的经济发展情况与能耗状况,剖析了“碳达峰”“碳中和”目标的提出对湛江发展的影响,以及在推进降碳减排过程中所存在的问题,并有针对性地提出了下一步广东沿海欠发达地区优化能耗“双控”的建议和路径。Due to unbalanced regional development,the less developed coastal areas of Guangdong Province are still in the early stage of industrialization,and are significantly affected by the"dual control"index of energy consumption.By investigating the economic development and energy consumption of Zhanjiang City,which is one of the less developed coastal areas in recent years located in the west of Guangdong Province,the influence of the proposed goal of"carbon peak"and"carbon neutrality"on the development of Zhanjiang,as well as the problems existing in the process of promoting carbon and emisson reduction is analyzed.Finally,suggestions and paths for the next step on the optimization of"dual control"of energy consumption in the less developed coastal areas of Guangdong Province are put forward.
