摘　　要：目的 评估社会组织参与艾滋病防治基金(China AIDS Fund for Non-governmental Organizations,CAFNGO)对我国艾滋病防治工作的促进作用,总结经验与教训,并提出建议。方法 围绕2016—2020年CAFNGO重点人群干预及人类免疫缺陷病毒(human immunodeficiency virus,HIV)感染者和艾滋病患者随访关怀两个核心领域,系统收集和分析投入、产出和效果,并与国家和省级相关指标进行对比分析。结果2016—2020年CAFNGO累计投入资金2.79亿元人民币,其中93.19%来自中央财政经费,平均每年支持800个社会组织参与艾滋病防治工作;累计为179万重点人群提供HIV抗体检测服务,占同期全国重点人群HIV抗体检测人数的17.25%,新发现HIV感染者46 118例,占同期全国新发现HIV感染者的6.67%,其中,新发现男男同性性行为人群(men who have sex with men,MSM) HIV感染者45 045例,占同期全国新发现经同性性途径感染者的26.58%;累计为31.53万例HIV感染者和艾滋病患者提供每年至少两次面对面随访关怀服务,其抗病毒治疗率及配偶检测比例均显著提高。结论 CAFNGO对促进社会组织参与HIV感染者发现以及HIV感染者和艾滋病患者随访质量的提升发挥了重要的补充作用,可结合当前艾滋病防治领域的新技术和新策略,在筹资渠道、投入地区分布、干预模式及策略等方面探索,以发挥CAFNGO独特的优势和作用。Objective To evaluate the effect of the China AIDS Fund for Non-governmental Organizations(CAFNGO)on the prevention and control of AIDS in this country, to summarize experience and lessons, and to propose suggestions for future work. Methods This study focused on two core areas of CAFNGO, namely intervention for key populations, and care and support for human immunodeficiency virus(HIV) infected cases and AIDS patients. Relevant data of CAFNGO from 2016 to 2020 were systematically collected and analyzed for input, outcome, and effect, which were compared with national and provincial indicators. Results From 2016 to 2020, the total investment of CAFNGO was 279 million yuan,of which 93. 19% were from the central government. On average, 800 social organizations received financial support every year for AIDS prevention and control. During the five years, CAFNGO provided HIV testing for 1. 79 million people among the key populations, accounting for 17. 25% of all the high-risk people receiving HIV testing in the same time period in China. A total of 46 118 incident HIV infections were detected, accounting for 6. 67% of the total number of incident HIV infections in the same time period in China. Of the 46 118 newly confirmed HIV infections, 45 045 were MSM, accounting for 26. 58% of all the newly reported HIV cases infected through male-male sexual contacts in the whole country. A total of 315 300 HIV infected people and AIDS patients were provided with face-to-face follow-up services at least twice a year, which led to markedly increased uptake of antiretroviral therapy and elevated proportion of spousal testing. Conclusions CAFNGO plays an important complementary role in promoting participation of social organizations in AIDS response, early detection of HIV infection, and improvement in quality of HIV/AIDS case followup management.
