2017—2020年青岛市社会组织参与男男同性性行为人群干预项目实施情况分析

摘　　要：目的 了解2017—2020年青岛市社会组织参与艾滋病防治基金(China AIDS fund for nongovernmental organizations,CAFNGO)男男同性性行为人群(men who have sex with men,MSM)干预项目实施状况及其干预效果分析,为政策制定提供参考。方法 本研究对CAFNGO系统项目数据进行汇总、整理、分析,以实际经费支出作为投入指标,以干预人次数、人类免疫缺陷病毒(human immunodeficiency virus,HIV)抗体检测人数、初筛阳性数、确证阳性数、完成阳性转介治疗数作为产出指标进行分析,对社会组织参与艾滋病防治干预项目进行评价。结果 实施44个CAFNGO项目,支出金额315万元,63.63%社会组织年平均获取经费在5万元以上,共完成MSM艾滋病高危行为干预129 983人次,MSM确证阳性843例;不同类型的社会组织间投入指标(干预支出、抗体检测支出)相同的情况下,与未注册的社会组织相比,进行民政注册的社会组织HIV抗体初筛阳性检出率、完成阳性转介治疗比例均增高,差异有统计学意义(χ^(2)=30.16、18.32,均P<0.01)。结论 社会组织在艾滋病重点人群干预及检测上发挥了巨大的优势,取得了良好的效果,今后仍需加大支持和培育的力度,加强社会组织能力建设,推动社会组织均衡发展。Objective To investigate the implementation status and effect of intervention projects implemented by by community-based organizations(CBOs) and supported by China AIDS Fund for Nongovernmental Organizations(CAFNGO) in men who have sex with men(MSM) in Qingdao in 2017—2020,so as to provide evidence for policy formulation. Methods Data of 44 project were collected from the project management information system of CAFNGO and analyzed. Effects of those interventions were evaluated with actual expenditure taken as the input indicator, and person-times of receiving interventions,number of people receiving HIV antibody testing, number of screening-detected HIV-positive cases,number of confirmed HIV-positive cases and numbers of completed referrals for treatment taken as the output indicators. Results The actual expenditure of the 44 projects was 3. 15 million yuan, with 63. 63%of the CBOs receiving an average annual funding of more than 50 000 yuan. The total person-times receiving interventions for reducing HIV high-risk behaviors in MSM was 129 983 person-times. 843 men were confirmed HIV-positive. When the input(expenses for intervention and antibody testing) was similar,the detection rate of HIV screening and the proportion of completed referral for treatment were both significantly higher in the registered CBOs than in the unregistered CBOs. Conclusions CBOs have played an important role in the prevention and testing of HIV/AIDS for key populations in Qingdao, More supports are needed in the future to strengthen the capacity building of CBOs and to promote balanced development of CBOs.
