摘　　要：全过程人民民主作为中国式民主在政治实践中的经验表达,是以政治过程为特质,抽象和概括出的一种具有中国特色的全新政治理念和新型民主形态。在这一理念和形态下,民主不仅是在宪法和法律条文下的一种制度,更是一种生机勃勃的政治生活和政治实践。全过程人民民主强调民主的实践过程,致力于在运行过程中不断完善制度和规范程序,努力使党的领导、人民当家作主和依法治国有机统一的民主宗旨得到实质性的保障和实现。The whole process of people's democracy is an expression of the experience of long-standing Chinese style democracy.It is a new political concept and a new democratic form with Chinese characteristics that abstracts and summarizes practice.Democracy is not only a system regulated by the Constitution and laws,but also a vibrant political practice.The whole process of people's democracy emphasizes the practical process of democracy.It is committed to continuously improving systems and procedures during its operation,striving to achieve the leadership of the Party,running of the country by the people and the rule of law.
