平台、场景与共同体:数字赋能与群众路线的融合路径

摘　　要：当前,数字赋能成为基层治理现代化的重要推动力量,但其与群众路线间如何更好融合还需系统探索。基于此,本文提出组织融合、情境融合、网络融合三条理论进路,构建“双向融合”分析框架,对上海M区三个街镇数字化转型案例进行研究。结果表明,基层不同治理导向下的融合路径发生了异化:包括以平台上下联动,推动群众路线政治立场转化为数字技术革新动能的正向组织融合;以场景下沉应用,实现以数字技术应用效能补充群众路线传统方法的逆向情境融合;以共同体营造共生,促进技术整合功能与群众路线制度优势的双向网络融合。三条路径可分别从治理方向、治理工具、治理体系角度,化解自上而下管理与自下而上自治、技术理性与价值理性、条线嵌入与基层兜底的冲突。本文最终提出以混合型网络拓扑结构构建复合治理共同体的“融合型治理”愿景。Digital empowerment has currently become an important driving force for the modernization of grassroots governance,but how to better integrate it with the mass line still need systematic exploration.For this reason,three theoretical approaches of organizational integration,situation integration,and network integration were proposed,and the two-way integration analysis framework was established to study three digital transformation cases of streets or towns in the M District of Shanghai.The results show that the integration paths under different governance orientations at the grassroots level have been differentiated,including the positive organizational integration that promotes the transformation of the political stand of mass line into the momentum of technology innovation through platform linkage;the reverse situation integration that complements traditional working methods of mass line with the effectiveness of technology applications by scene sinking;and the two-way network integration of technical systematic functions and the institutional advantages of the mass line realized by the creation and symbiosis of community.The three paths can resolve the conflicts between top-down management and bottom-up autonomy,technical rationality and value rationality,and specialized departments embedding and grassroots assuring government service from the perspectives of governance direction,tools,and system.Finally,the vision of integrative governance is proposed to build a composite governance community with a hybrid network topology.
