摘　　要：大数据技术开启了重大的时代转型,既被认为是技术或能力的提升,也被认为是思维方式或社会文化的变革。在公共政策领域,如何基于大数据技术创新公共政策评估的研究思路和分析框架也成为了当前时代发展的新命题、理论探索的新问题。本文以“大数据驱动公共政策评估”为研究对象,从需求端深入调研基于大数据开展公共政策评估的国内外研究现状及发展演进趋势,从供给端系统总结基于大数据开展公共政策评估的新机遇新挑战,以此为基础从科学导向、逻辑导向、问题导向等维度出发,提出了基于大数据开展公共政策评估的三维矩阵式分析框架,并通过对三维视图研究逻辑和三维导向研究路径的分解,进一步提出基于大数据开展公共政策评估的对策建议和保障机制。Big data technology has opened a major era transformation,which is not only considered as the improvement of technology or ability,but also considered as the change of thinking mode or social culture.In the field of public policy,how to evaluate public policy based on big data technology innovation has also become a new proposition and a new issue for theoretical exploration in the current era.Based on"Big data-driven public policy evaluation",this study deeply investigates the research progress and development evolution trend of public policy evaluation from the demand side,systematically summarizes the new opportunities and challenges of public policy evaluation based on big data from the supply side.On this basis,starting from the dimensions of science orientation,logic orientation and problem orientation,this study puts forward the three-dimensional matrix analysis framework and research logic of public policy evaluation to adapt to the era of big data,and analyzes the countermeasures,suggestions and guarantee mechanism.
