摘　　要：在启动“东数西算”工程、共建全国算力一体化成渝国家枢纽节点的双重历史机遇下,成渝地区双城经济圈因地制宜,以国家相关的大数据发展政策为指导,出台了一系列政策举措来保障和引导大数据高质量发展。梳理成渝地区双城经济圈大数据发展政策特征及演化逻辑,并进行政策量化评价,能够为其他省市的大数据建设提供启示与借鉴。成渝地区双城经济圈的各级政府积极发挥在大数据环境、大数据产业、大数据应用、大数据协同等方面的政策作用,致力于共建数字经济、数字社会、数字政府、数字生态四位一体化。一些成渝地区双城经济圈的大数据发展政策在顶层架构、基础支撑、数据共享和业务协同等方面还存在短板,数据价值还需进一步深入挖掘。应当从提高大数据产业政策执行力、加深大数据产业政策重点与内容、完善协同融合发展机制等方面着力推进,以期为成渝地区双城经济圈高质量发展奠定基础。Under the double historical opportunities of starting the project of"data in the East and computing in the west"and building the Chengdu-Chongqing national hub node of national computing integration,the Chengdu-Chongqing dual city economic circle has adopted a series of big data development policies to guarantee and guide the high-quality development of big data under the guidance of relevant national big data development policies.The big data development of Chengdu-Chongqing twin City economic circle has attracted much attention.Sorting out the characteristics and evolutionary logic of its big data development policy and conducting quantitative evaluation of the policy can provide inspiration and reference for the big data construction of other provinces and cities.Governments at all levels of the Chengdu-Chongqing Twin City economic Circle actively play their policy roles in big data environment,big data industry,big data application,big data collaboration and other aspects,and are committed to building the integration of digital economy,digital society,digital government and digital ecology.At the same time,the big data development policy of Chengdu-Chongqing twin City economic circle still has shortcomings and problems in top-level structure,basic support,data sharing and business coordination,and the data value needs to be further explored.To lay a foundation for the high-quality development of Chengdu-Chongqing twin city economic circle,the paper puts forward some optimization suggestions,such as improving the implementation of big data industrial policies,deepening the policy focus and content of big data industry,and improving the collaborative and integrated development mechanism.
