共建“一带一路”十周年:公共产品视角下中拉互联互通合作伙伴关系的构建

摘　　要：2023年是习近平主席提出共建“一带一路”倡议十周年。十年来,共建“一带一路”倡议作为中国向世界提供的一个重要国际公共产品,为应对百年未有之大变局注入了确定性和稳定性,展示了破解全球治理赤字的中国方案、中国智慧和中国力量,取得了辉煌成就,并日益受到包括拉美国家在内的国际社会的广泛赞誉。过去十年,尤其是2017年以来,发展事实和实证分析结果均显示,“一带一路”倡议通过“五通”及提供器物型、制度型和观念型三类公共产品,夯实了中国与拉美国家在双边维度的合作基础,进而又主要以制度型和观念型公共产品的形式,分别提升和拓展了中国与拉美国家在区域维度和全球维度上的合作伙伴关系。与此同时,在区域和全球两个维度上建立的良好合作反过来又促进了中拉在双边维度的合作,并形成良性互动。由此,“一带一路”倡议助力中拉双方构建一个全方位、宽领域、多层次的互联互通合作伙伴关系。这既保证了中拉全面合作伙伴关系行稳致远、更好地构建中拉命运共同体,又为同属发展中国家的双方践行真正的多边主义、加强全球治理合作、维护世界的公平正义增添了合作新动能。The year 2023 is the 10th anniversary of Chinese President Xi Jinping's proposal to jointly build the"Belt and Road"Initiative(BRI).Over the past decade,as an important international public good provided by China to the world,the BRI has brought certainty and stability in dealing with the unprecedented changes the world is facing,demonstrated China's plans,Chinese wisdom and China's strength to solve the global governance deficit,achieved brlliant results,and has increasingly been recognized by the international community,including Latin American and Caribbean(LAC)countries.During this period,especially since 2017,the BRI has consolidated China-LAC relations in the bilateral dimension by providing three types of public goods,namely,instrumental public goods,institutional public goods and conceptual public goods.Furthermore,China and Latin American countries has expanded the partnership in both regional and global dimensions mainly through institutional and conceptual public goods.At the same time,the good cooperation established in the regional and global dimensions has in turn promoted China-LAC bilateral cooperation and formed a positive interaction.Finally,a comprehensive,broad-based and multi-level connectiviytypartnershiphasbeen established between China and Latin America.A sound comprehensive cooperative partnership between China and Latin America has given new impetus to cooperation in practicing genuine multilateralism,strengthening cooperation in global governance and upholding fairness and justice in the world.
