尹锡悦政府的联盟政策与美韩联盟的走向

摘　　要：尹锡悦执政以来,韩国联盟政策进行了大幅调整,这将对韩国的对外政策和美韩联盟产生重要影响。尹锡悦政府为推动美韩联盟由区域向全球范围转变,对美国战略政策追随更加明显,不仅实现了日韩关系的缓和,还与北约开启了多层次合作。本文通过梳理尹锡悦政府的联盟政策,并分析其联盟政策调整动因,认为尹锡悦政府受到中美战略竞争加剧、韩国保守势力崛起、美国战略拉拢以及朝鲜半岛局势动荡等多重因素影响,倾向于采取更激进的联盟政策。展望未来,美韩联盟加强并向全球化转型的可能性增加,但由于尹锡悦联盟政策的激进性、理想化和矛盾性,美韩联盟的转型又不得不受制于朝鲜半岛局势、韩国战略选择空间缩小以及国内政治斗争等多重因素,存在一定的不确定性。Since Yoon Suk-yeol took office,ROK's alliance policy has been greatly adjusted,which will have an important impact on its foreign policy and the U.S.-ROK alliance.In order to promote the transformation of the U.S.-ROK alliance from a regional to a global scale,Yoon administration has followed the U.S.strategic policy more clearly.It not only achieve a detente in Japan-ROK relations,but also open a multi-level cooperation with NATO.By combing through the alliance policies of Yoon administration and analyzing the reasons for the adjustment of its alliance policies,this paper argues that the Yoon administration is inclined to adopt more aggressive alliance policies due to the multiple influences such as the strategic competition between China and the U.S.,the rise of conservative forces in ROK,the strategic pull of the United States,and the turbulent situation on the Korean Peninsula.Looking ahead,it is more likely that the U.S.-ROK alliance will strengthen and transform to globalization.However,the transformation of the U.S.-ROK alliance has to be subject to uncertainties due to multiple factors such as the situation on the Korean Peninsula,the shrinking space for strategic options,and domestic political struggles due to the radical,idealistic,and contradictory nature of Yoon's alliance policies.
