高新技术企业培育政策绩效研究——基于武汉市2018-2021年高新技术企业的实证分析

摘　　要：高新技术企业培育政策是扶持和鼓励高企发展的一项重要政策,从高新技术企业投入和产出两个层面,构建了高新技术企业培育政策评估指标体系。以武汉市2018-2021年高新技术企业为研究对象,运用灰色综合分析方法对高新技术企业培育政策绩效进行评估。实证研究发现:武汉市高新技术企业培育政策成效显著。在相关研究结论的基础上,提出了构建立体化的高企培育机制和政策、完善高企培育配套服务体系和健全高企培育评估机制等方面建议,为武汉市进一步做好高新技术企业培育工作和促进高新技术企业高质量发展提供参考。The cultivation policy of high-tech enterprises is an important policy to support and encourage the development of high-tech enterprises,From the input and output levels of high-tech enterprises,the evaluation index system of high-tech enterprise cultivation policy is constructed.Taking Wuhan high-tech enterprises from 2018 to 2021 as the research object,and using the gray comprehensive analysis method to evaluate the performance of high-tech enterprise cultivation policies,Through empirical research,it is found that the policy of cultivating high-tech enterprises in Wuhan has achieved remarkable results.On the basis of relevant research conclusions,It put forward suggestions:building a three-dimensional mechanism and policy for cultivating high enterprises,improving the supporting service system for cultivating high enterprises and improving the evaluation mechanism for cultivating high enterprises,which provide a reference basis for further improving the cultivation of high-tech enterprises in Wuhan and promoting the high-quality development of high-tech enterprises.
