摘　　要：国内外产业经济高质量发展的共同特征,就是规避脱离实体经济发展的虚拟模式,警惕非理性、不可持续发展的泡沫现象,坚持以先进制造业为主导的产业创新与转型升级。研究证实,在影响高质量发展的诸多因素中,错失战略机遇期、转型升级滞后、比较优势式微、产业链不完整、政策难以精准落地等,构成了制约产业转型升级的瓶颈因素。破解产业瓶颈,需要精准地把握转型发展的突破口和新增长点,围绕高科技、高就业率、高附加值、高市场占有率,做强做优做实先进制造、链接配套及其产业集群;以网络化、数字化与智能化改造并赋能传统产业;以智慧发展、协调发展的创新链、产业链与服务链,加快产业实现高质量的动能转换与尖端跃升。The common feature of high-quality development of industrial economy at home and abroad is to avoid the virtual mode of separating from the development of real economy,on guard against the irrational and unsustainable foam phenomenon,and adhere to the industrial innovation,transformation and upgrading led by advanced manufacturing.Research has confirmed that among the many factors that affect high-quality development,missed strategic opportunities,lagging transformation and upgrading,declining comparative advantages,incomplete industrial chains,and difficulty in accurately implementing policies constitute bottleneck factors that constrain industrial transformation and upgrading.To break through industrial bottlenecks,it is necessary to accurately grasp the breakthrough points and new growth points of transformation and development,focus on high-tech,high employment rate,high added value,and high market share,strengthen and optimize advanced manufacturing,link supporting facilities,and industrial clusters better and better;Transform and empower traditional industries through networking,digitization,and intelligence;Accelerate the transformation of high-quality kinetic energy and cutting-edge leap of industries through the innovation chain,industrial chain,and service chain of intelligent and coordinated development.
