摘　　要：安全准入制度作为危险化学品安全管理的第一道防线,必须严格把关。该文从“人”“物”“环境”三个方向阐述危险化学品安全准入思考与实践:全员、全面、全程组织安全教育培训,将实验安全风险应急处置方案与课题相结合,实现“人”的准入;依法合规采购危险化学品,精细台账管理确保来源和流向清晰,实现“物”的准入;实施基于“5S”管理理念的环境管理制度,实现“环境”的准入。通过多方位、多维度探索,逐步建立健全实验室危化品的准入制度,以期为高校危险化学品的科学管理和安全使用提供有效可行方案,防范实验室安全事故。As the first defensive line for the safety management of hazardous chemicals,the relevant safety access system must be strictly controlled.This paper expounds the thinking and practice of safety access for hazardous chemicals towards the three directions of‘people’,‘object’and‘environment’.Organizing safety education and training in a full,comprehensive and whole process,and combining the experimental safety risk emergency response plan with the personal subject is to achieve the safety access of‘people’.Purchasing hazardous chemicals in a accordance with the law as well as the fine ledger management,ensuring the clear source and usage flow is to achieve the safety access of‘object’.Implementing an environmental management system based on the‘5S’management concept is to achieve‘environmental’safety access.Through multi-directional and multi-dimensional exploration,we will gradually establish and improve the safety access system for hazardous chemicals in laboratories,in order to provide effective and feasible solutions for the scientific management and safe use of hazardous chemicals in universities,aiming to prevent laboratory safety accidents.
