高校科研伦理体系化治理的现状与策略

摘　　要：高校科研领域的新拓展,不仅面临科研诚信风险,而且产生了科研价值风险,迫切需要加强高校科研伦理治理。高校科研伦理治理应当是由治理主体、治理对象、治理方式、治理过程等结构体系构成的协同治理体系,只有体系化治理才能防治科研伦理倾销。当前高校科研伦理治理存在治理主体体系不健全、治理对象受限、治理方式体系欠缺、治理过程片断化等缺陷。完善高校科研伦理治理应当以体系化为原则,密切高校内外主体协同,重点建设以科研价值为重心兼顾科研诚信的内容和全学科化的治理对象体系,以章程化、流程化和信息化构建治理方式体系,构造整体化的治理过程体系,确保高校科研回归并保持“增进人类福祉”的初心。The new development of scientific research in colleges and universities not only faces the risk of scientific research integrity,but also produces the risk of scientific research value.It is urgent to strengthen the ethical governance of scientific research in colleges and universities.The governance of scientific research eth⁃ics in universities should be a collaborative system composed of subject,object,mode,process and other struc⁃tural systems.Only systematic governance can prevent scientific research ethics dumping.There are some de⁃fects in the current governance of scientific research ethics in universities,such as imperfect governance subject system,limited governance object,lack of governance mode system,fragmented governance process and so on.Therefore,improving the ethical governance of scientific research in universities should adhere to the principle of systematization,closely coordinate internal and external entities within universities,build a governance ob⁃ject system that focuses on scientific research value and balances scientific research integrity with a full disci⁃plinary approach.A governance system should be constructed based on regulations,processes,and informatiza⁃tion,and an integrated governance process system should be constructed to ensure the return of scientific re⁃search in universities and maintain the original intention of promoting human welfare.
