摘  要:已建坝正常蓄水位调整是挖掘水库兴利能力的有效途径,但目前缺乏明确可靠的论证方法。采用水文学、大坝安全、大坝风险及生态环境理论,研究已建坝正常蓄水位调整必要性的影响因素及特征,分析调整后水库防洪安全、工程安全、库区淹没、库岸结构、库区水环境所受影响特征,提出了正常蓄水位调整必要性论证的6个一级、14个二级指标体系,以及调整后影响论证的7个一级、23个二级指标体系及其分析方法,构建调整方案风险效益分析方法,并应用于杭州青山水库正常蓄水位调整论证。结果表明:针对青山水库将正常蓄水位提高2.0 m的推荐方案,提出的论证指标体系和论证方法合理有效。Adjusting the normal water level of a constructed dam is an effective measure for further exploring the potential capacity of water resources from the reservoir,but there is no reliable demonstration analysis method at present.By using hydrology,dam safety theory,dam risk theory and ecological environment theory,the influential factors and the characteristics for the normal water level adjustment necessity of a constructed reservoir were studied,and the characteristics of the factors,such as the flood control safety,engineering safety,reservoir submergence safety,reservoir bank structural safety,reservoir water environmental safety after normal level adjustment were analyzed,and the method system of normal water level adjustment for constructed dams was established.An index system of 6 first-class indicators and 14 second-class indicators for the necessity demonstration,and a system of 7 first-class indicators and 23 second-class indicators and its analysis method for the influence evaluation after adjustment were obtained.The risk-benefit analysis method was constructed,which was applied to Qingshan Reservoir in Hangzhou City,Zhejiang Province.The recommended plan of increasing the normal level of Qingshan Reservoir by 2.0 m indicated that the evaluation system and method were reasonable and effective.
