摘 要:现阶段我国抽水蓄能电站建设迎来井喷式的蓬勃发展,而项目用地是抽水蓄能电站建设的基础条件,也是项目核准的前置条件,项目用地的划定制约着电站前期工作的顺利推进。为此,就抽水蓄能电站项目用地现状进行统计分析,总结梳理项目用地中存在的一些问题,对合理合规地划定用地范围,严格控制用地规模,创新用地的取得方式,有效化解土地地类数据的相关矛盾等开展探讨研究,为后续抽水蓄能电站项目用地的划定提供借鉴。At present,the construction of pumped-storage power stations is explosive growth,and the land for project is the basic condition for the construction of pumped-storage power stations,as well as a prerequisite condition for project approval.The demarcation of project land restricts the smooth advance of the preliminary work of stations.Therefore,this paper carries out a statistical analysis on current situation of land use for pumped-storage power station projects,and summarizes and sorts out some problems existing in project land use.Some issues are also explored and studied so as to provide reference for the subsequent delimiting of land use for pumped-storage power station projects,including the reasonable and legal demarcating of land use scope,the strictly control of land use,the innovation on land acquisition way,and the effectively resolving of land class data contradiction.
