政策工具视角下我国公共数字文化服务政策文本分析

摘　　要：构建由62份有关公共数字文化服务发展的政策文本组成的政策样本集,采用内容分析方法,按照分析框架构建、分析单元划定、政策工具编码、频次统计分析等步骤,借助Nvivo12质性分析软件,从政策工具和公共数字文化服务基本要素两个纬度对样本政策进行量化分析,结果显示:我国当前公共数字文化服务政策存在不同基本要素间政策分布差距过大;政策工具应用结构失衡、应用范畴单一;各部门配合有待加强等问题。未来公共数字文化服务政策的制定应优化政策工具应用结构,推动各基本要素均衡发展,提升政策工具与基本要素间的拟合度,增强政策可操作性,构建能够更好地为中国特色社会主义服务的公共数字文化服务政策体系。The paper constructs a set of policy samples composed of 62 policy texts on the development of public digital cultural services.Using content analysis method,sample policies are quantitatively analyzed with the qualitative analysis software Nvivol2 from the perspectives of policy tools and public digital cultural service elements by steps of building analysis framework,defining the analysis unit,coding policy tools and frequency statistical analysis.The results of policy tool coding analysis show that there is a large gap between the policy distribution of different basic elements in the current public digital cultural service policy in China;the application structure of policy tools is unbalanced and the application scope is limited;cooperation among various departments needs to be strengthened.We should optimize the application structure of policy tools,promote the balanced development of basic elements,improve the fit between policy tools and basic elements,enhance the practicality of policies,and build a public digital cultural service policy system that can better serve socialism with Chinese characteristics.
