全过程人民民主对西方资本主义民主的系统性超越

摘　　要：资本主义民主是西方国家民主形态的主要呈现形式。西式民主以民主基本原理为基础,以资本主义社会为实践场域,在理论建设中表现出权力零和博弈的属性;在价值取向上坚持资本至上的原则;在实践运行中视民主选举为唯一形式;在民主治理上因资本与政权的利益勾连造成效能低下。相比之下,中国式全过程人民民主立足于党的领航力量,坚持民主理论与中国具体实际相结合,在守正创新中升华民主理论;在人民至上中巩固民主主体;以科学有效的制度依托健全民主实践运行;以治国理政的方式转化治理机制,实现高质量民主治理。全过程人民民主系统性化解了资本主义民主的弊端,展现了民主制度的优越性和创新性,为人类民主新形态的塑造提供了中国方案。Capitalist democracy is the main form of democracy in Western countries.Western democracy is based on the basic principles of democracy and takes capitalist society as the field of practice.It shows the attribute of zero-sum game of power in the theoretical construction;the principle of capital first is insisted in the value orientation;democratic election is regarded as the only form in practice;in democratic governance,the efficiency is low because of the interest linkage between capital and government.In contrast,the Chinese style of whole-process people's democracy is based on the party's leading power,adhering to the combination of democratic theory and China's concrete reality,and sublimating the democratic theory in the integrity innovation,which consolidates the democratic subject in the people first,improves democratic practice by applying scientific and effective system.We can transform the governance mechanism through the governance approach to achieve high-quality democratic governance.The whole-process people's democracy has systematically resolved the disadvantages of capitalist democracy,demonstrated the superiority and innovation of the democratic system,and provided a Chinese plan for the shaping of a new form of human democracy.
