摘　　要：中国铁路技术规章的国际化是实现“走出去”铁路项目运营维护的重要基础,有利于促进与相关国家铁路运输的互联互通,是铁路行业落实“一带一路”倡议实施的重要措施。阐述中国铁路技术规章国际化现状特征,分析目前的进展与面临的形势。基于“钻石模型”建立技术规章国际化分析框架,结合有关典型项目实施情况,设计主导型、融入型、合作型实施策略。分析运营管理、体制机制、技术管理等影响因素,提出基于主导型策略的技术规章国际化体系构建方法。提出技术规章国际化规划与顶层设计、加强面向国际化的规章体系建设与规章编制、强化技术规章翻译与国际交流、加强科技支撑与人才培养等未来技术规章国际化的措施建议,为促进中国技术规章国际化提供支撑。The internationalization of technical regulations for China’s railway is an important basis for the operation and maintenance of“going global”railway projects,which is conducive to promoting the interoperability of railway transport with relevant countries,and is an important measure for the railway industry to implement the“Belt and Road”initiative.This paper expounds the current characteristics of internationalization of technical regulations for China’s railway,and analyzes the current progress and situation.It establishes an analysis framework for the internationalization of technical regulations based on the“diamond model”,and designs leading,integrated and cooperative implementation strategies in combination with the implementation of relevant typical projects.In addition,this paper analyzes the influencing factors such as operation management,institutional mechanism and technical management,and puts forward the construction method of internationalization system of technical regulations based on“leading”strategy.It puts forward measures and suggestions for the internationalization of technical regulations in the future,such as internationalization planning and top-level design of technical regulations,strengthening the construction and compilation of regulations oriented to internationalization,strengthening the translation and international exchange of technical regulations,and strengthening scientific and technological support and talent cultivation,so as to provide support for promoting the internationalization of China's technical regulations.
