摘　　要：高质量发展,是“十四五”时期推进黑龙江省冰雪旅游产业发展的战略选择。运用文献资料法、逻辑分析法等,立足全域旅游视域,深入分析和探讨黑龙江省冰雪旅游产业发展面临的新形势及目标定位,进而提出以内容为民,供给高质量冰雪旅游产品和服务;技术支撑,建立高质量数字冰雪旅游产业体系;赛事引领,构建现代冰雪旅游市场体系;模式转型,创建高质量全域冰雪旅游品牌;融合创新,打造高质量冰雪旅游新业态等选择路向,以期在“十四五”期间全面推进黑龙江省全域冰雪旅游产业实现高质量发展战略目标。High quality development is a strategic choice for promoting the development of ice and snow tourism industry in Heilongjiang Province during the 14th Five Year Plan period.Using the methods of literature review and logical analysis,based on the perspective of global tourism,this study deeply analyzes and explores the new situation and target positioning faced by the development of ice and snow tourism industry in Heilongjiang Province,and proposes to provide high-quality ice and snow tourism products and services with content as the people;Technical support to establish a high-quality digital ice and snow tourism industry system;Leading the competition and building a modern ice and snow tourism market system;Model transformation,creating high-quality global ice and snow tourism brands;Integrating innovation,creating high-quality new forms of ice and snow tourism,and other options,in order to comprehensively promote the high-quality development of the ice and snow tourism industry in Heilongjiang Province during the 14th Five Year Plan period.
