摘　　要：深入学习新公共服务理论和健康中国战略,针对长沙的社情、民情,从区域内医疗体系联动角度优化可及资源配置,遵循关联效应提出主次分明、层层递进的“政策支持—财政投入—完善设施—配置人员—区域联动”路径,提升长沙基层医疗卫生机构公共卫生服务能力,增强居民信任感,促进双向转诊制度实施,充分发挥基层医疗卫生机构作为居民健康防护“守门人”的作用。Deeply study the new public service theory and the Healthy China Strategy,optimize the allocation of accessible resources from the perspective of regional medical linkage in resource to the social and public conditions of Changsha.Following the priciple of associated effect,and propose a clear and progressive path of"policy support-Financial investment-Improvement of facilities-Allocation of personnal-Regional linkage".The aim is to enhance the public health service capacity of grassroots medical and health care institutions in Changsha,and boost residents′trust,promote the implementation of the two-way referral system and fully leverage the role of grassroots medical and health care institutions gatekeepers for residents′health protection.
