摘  要:加快深海油气资源开发是保证我国国内“两亿吨”稳产的重要选择。深海海域油气勘探开发数量逐步增加、规模逐步扩大,海上油气物资补给需求日益增长,这也倒逼港口物流基地的发展能够发挥协同供应链上下游的重要效用,协同打造石油行业新型数字业态。因此,文中研究面向海上油气开采的港口型Supply-Hub模式,基于海上油气田建设和运作存在的限制,提出现代港口与Supply-Hub模式相结合的港口型Supply-Hub模式。结合海上石油后勤服务保障基地码头的业务运作,验证港口型Supply-Hub模式模式的适用性。港口型Supply-Hub模式有助于提高海上油气开采供应链的供应阶段协同,并提高该供应链的竞争力。Accelerating the development of oil and gas resources in the South China Sea is an important choice to ensure the stable production of China s domestic“200 million tons”.The number and scale of oil and gas exploration and development in the South China Sea are gradually increasing,and the demand for offshore oil and gas supplies is growing,which also forces the development of port logistics bases to play an important role in collaborating with upstream and downstream of the supply chain and creating a new digital industry in the oil industry.Therefore,this paper studies the Port-based Supply-Hub model for offshore oil and gas exploitation,and proposes a Port-based Supply-Hub model that combined a modern port with the Supply-Hub model based on the limitations that existed in the construction and operation of offshore oil and gas fields.The applicability of the Port-based Supply-Hub model is verified by combining the business operation of CNOOC Logistics Base Terminal.The Port-based Supply-Hub model can help to improve the supply phase synergy of the offshore oil and gas exploitation supply chain and enhance the competitiveness of this supply chain.
