摘　　要：基层政府是联系国家体制和基层社会交互作用的真正“接点”,它能推动国家和社会的力量在保持适度张力的同时相互合作形成治理合力,在国家治理体系和治理能力现代化中扮演至关重要的角色。作为一项解释性研究,从基层政府的行为逻辑中分析和研究其在实际中的角色、不同治理路径以及形塑该路径的条件与因素十分重要。基层政府在国家代理人、公民代理人和自利性经营者角色的交互影响下,催生了“不出事逻辑”“完成任务逻辑”和“打造亮点逻辑”,并带来临时的权宜性治理、层层加码的新压力体制和碎片化差异化执行等困境。面对体制约束下基层政府行为的同构性、各地实际状况的差异性和基层治理模式选择的多样性,需要通过制度赋能、协同共治和机制创新来激发基层政府的动能、效能和潜能,实现基层政府复合创新。Grass-roots governments are the real“point of contact”creating platforms for the interac⁃tion between the state system and the grass-roots society.It can promote the power of the state and society to cooperate with each other to form a combined governance force while maintaining a moder⁃ate tension between them.It plays a crucial role in the modernization of China’s governance system and capacity.As an explanatory study,this paper analyzes and studies the role,different governance paths and the conditions and factors shaping the path from the behavioral logic of the grass-roots gov⁃ernments.Under the interactive influence of the roles of agents of the state,civic agents and self-in⁃terested operators,grass-roots governments have given birth to the“no trouble logic”,“task comple⁃tion logic”and“creating bright spots logic”.They also brought about the temporary expedient gover⁃nance,growing pressure of taking excessive policy steps,fragmented and differentiated implementa⁃tion and other dilemmas.In the face of the homogeneity of grass-roots governments’behavior under institutional constraints,the local differences in actual conditions and the diversity of grass-roots gov⁃ernance model selection,it is necessary to improve the driving force,efficiency and potential of grass-roots governments through institutional empowerment,collaborative governance and mechanism in⁃novation,so as to achieve complex innovation of grass-roots governments.
