摘　　要：建立健全绿色低碳循环发展经济体系,促进经济社会发展全面绿色转型,是解决我国资源环境生态问题的基础之策。2021年是“十四五”开局之年,生物质发电进入新发展阶段。为了推动新开工项目有序竞争配置,促进产业技术进步,持续降低发电成本,提高竞争力,实现生物质发电行业有序、健康、高质量发展,国家发展改革委、财政部、国家能源局等相关部门按照“以收定补、央地分担、分类管理、平稳发展”的思路,出台了一系列政策,调整了生物质发电行业电价补贴形式及标准。随着政策逐步完善细化,垃圾焚烧发电项目电价补贴政策如何实施,对项目收益有何影响,如何进行决策,成为了政策调整期地方政府、项目建设及运营单位等各方关注问题的焦点。To establish and improve the green low-carbon circular development economic system and promote the comprehensive green transformation of economic and social development is the basic policy to solve the ecological problems of China's resources and environment.2021 is the first year of the"14th Five-Year Plan",and biomass power generation enters a new stage of development.In order to promote the orderly competitive allocation of newly-started projects,promote industrial technological progress,continue to reduce power generation costs,improve competitiveness,and achieve the orderly,healthy and high-quality development of the biomass power generation industry,the National Development and Reform Commission,the Ministry of Finance,the National Energy Administration and other relevant departments have issued a series of policies according to the idea of"fixing compensation by income,sharing by central and local governments,classified management,and stable development",The form and standard of electricity price subsidies for biomass power generation industry have been adjusted.With the gradual improvement and refinement of the policy,how to implement the electricity price subsidy policy for the waste incineration power generation project,how to influence the project income,and how to make decisions have become the focus of attention of local governments,project construction and operation units and other parties during the policy adjustment period.
