摘 要:永定河水资源实时监控与调度系统建设项目是永定河综合治理与生态修复工作的重要任务之一,是落实京津冀协同发展重大国家战略、推动智慧海河建设的重要水利工程。本文从数字流域视角出发,遵循智慧永定河总体框架要求,积极应用BIM、三维仿真、基础设施云等新一代信息技术,通过监测体系、数字永定河平台、业务系统和安全体系的设计与实现,构建起服务于永定河流域的水资源实时监控与调度系统,实现“监督、监控、评价、评估、调度、预警”核心功能,为流域生态水量调度、水旱灾害防御、综合治理与生态修复提供信息服务和决策支撑。Yongding River water resources real-time monitoring and dispatching system construction project is one of the important tasks for the comprehensive management and ecological restoration of Yongding River,and is also an important water conservancy project to implement the major national strategy of promoting coordinated development in the Beijing-Tianjin-Hebei region and promoting the construction of smart Haihe River.In this paper,starting from the perspective of digital basin,and following the overall framework requirements of smart Yongding River,the new generation of information technologies such as BIM,3D simulation and infrastructure cloud are actively applied.Through the design and implementation of the monitoring system,digital Yongding River platform,business system and security system,a water resources real-time monitoring and dispatching system serving Yongding River Basin is constructed.The core functions of“supervision,monitoring,evaluation,assessment,dispatching and early warning”are realized,providing information services and decision-making support for ecological water scheduling,water and drought disaster prevention,comprehensive management and ecological restoration in the basin.
