市域社会治理现代化视角下基层公安机关实有人口精准管理的实践与思考——以上海市奉贤区为例

摘　　要：党的二十大指出“加快推进市域社会治理现代化,提高市域社会治理能力”。人是社会的最核心要素,人口管理也是城市现代化治理的题中要义。做好实有人口管理,不仅关系到公安基础工作的整体效能,也是推动市域社会治理现代化转型的重要前置条件。以奉贤区为例,从城市发展的角度审视近年来地区人口发展情况,总结前期人口管理相关经验做法,在此基础上提出契合时代特点和地域特征的对策建议,为探索新时代超大城市郊区人口精准管理模式提供值得借鉴的实践依据。The 20th CPC National Congress instructs that"the modernization of urban social governance should be accelerated and its competence should be improved".Human beings are the most core element of society and population management is also the essence of modern urban governance.To do the population management well is not only related with the overall effectiveness of police basic work,but also an important prerequisite for promoting the modernization and transformation of urban social governance.Take Fengxian District for an example.This paper examines the recent population development situation from the perspective of urban development,summarizes the past experience and practices of population management and proposes countermeasures and suggestions that suit the characteristics of the times and region.This will provide a valuable practical data and reference for exploring the precise population management mode in the suburbs of mega cities in the new era.
