莆田跨境电商产业生态圈的调研及建议

摘　　要：跨境电商作为发展速度快、潜力大、带动作用强的外贸新业态,已经成为我国外贸增长的新引擎。莆田市是全国较早开展跨境电商的城市之一,具备打造跨境电商生态圈的基础条件与优势,但发展却面临国际物流时效较差成本居高、专业服务载体不足功能不全、行业流量增长放缓融资困难、税收政策问题凸显制约发展、跨境电商人才短缺难引难留等诸多现实难题。为此,建议从做大产业规模、提升产业层次、打造专业园区、拓展物流通道、提升金融服务、推进人才培育等方面加快打造全产业链跨境电商生态圈。Cross-border e-commerce,as a new form of foreign trade with fast development speed,big potential and strong driving,has become a new engine of Chinese foreign trade growth.As one of the earliest cities in China to carry out cross-border e-commerce,Putian has the basic conditions and advantages to build cross-border e-commerce ecosystem,but there are many practical problems,such as international logistics low time limitation and high cost,insufficient and incomplete professional service,slow growth of business growth and financing difficulties,prominent problems of tax policy,and shortage of cross-border e-commerce merchants.Therefore,it is suggested to accelerate the building of cross-border e-commerce ecosystem of the whole industrial chain from the aspects of expanding the industrial scale,upgrading the industrial level,building cross-border e-commerce professional parks,expanding logistics channels,improving financial services and promoting talent cultivation.
