摘　　要：我国“双碳”目标的提出要求各省市结合地区资源禀赋探索发展低碳经济之路。黑龙江省在振兴东北老工业基地与国有林区转型的双重背景下,面临低碳经济发展的挑战与机遇。文章从黑龙江省低碳经济发展的理论逻辑出发,在分析黑龙江省低碳经济发展的政策落脚点及其成效的基础上,深入剖析了黑龙江省低碳经济发展面临的困局与潜力,并从能源转型与林业碳汇生态产品价值实现两个维度提出黑龙江省低碳经济发展的双轨路径。从政府顶层设计、市场体系构建、企业技术创新、社会公众参与等方面构建黑龙江省能源转型与林业碳汇生态产品价值实现路径,以期丰富区域低碳经济发展的理论与实践。China's"double carbon"goal requires provinces and cities to explore the path of developing a lowcarbon economy in combination with regional resource endowments.Heilongjiang Province faces the challenges and opportunities of low-carbon economic development under the dual background of revitalizing the old industrial bases in Northeast China and the transformation of state-owned forest areas.Starting from the theoretical logic of low-carbon economic development in Heilongjiang Province,on the basis of analyzing the policy foothold and effect of low-carbon economic development in Heilongjiang Province,this paper deeply analyzes the dilemma and potential of low-carbon economic development in Heilongjiang Province.The two dimensions of energy transition and forestry carbon sink ecological product value realization propose a dual-track path for the development of low-carbon economy in Heilongjiang Province.From the aspects of government top-level design,market system construction,enterprise technology innovation,and public participation,the path of energy transformation and forestry carbon sink ecological product value realization in Heilongjiang Province is constructed,in order to enrich the theory and practice of regional low-carbon economic development.
