摘　　要：结合我国城市医疗集团需求特点,基于全面质量管理理论,以上海市第六人民医院的实践为例,对组建城市医疗集团HB-HTA小组过程要素:团队建设、运行机制、评估项目与资源、研究方法与工作程序、文化与制度环境以及报告评估与转化等进行论证,为以医联体为单位推动HB-HTA发展路径的形成提供参考。Combined with the characteristics of demand of urban medical groups in China,based on the theory of total quality management,taking the practice of the Sixth People's Hospital of Shanghai as an example,the elements in the process of establishing hospital-based health technology assessment(HB-HTA)team of urban medical group were analyzed which included team building,operation mechanism,evaluation projects and resources,research methods and working procedures,working culture and institutional environment,as well as report evaluation and transformation,which provided references for the formation of the path of promoting the development of HB-HTA with medical association as a unit in China.
