摘　　要：北斗三号全球卫星导航系统空间段由30颗组网卫星组成,而有效载荷是卫星的重要组成部分,某研究院承担了其中20颗卫星有效载荷的研制任务。为适应北斗组网卫星批生产研制的总体思路,针对卫星有效载荷的技术特点和难点,在研制期间全面实施产品保证工作,采取了狠抓风险识别与控制、严格生产基线与技术状态控制、实施可靠性与寿命鉴定考核验证、加强外协产品全过程管控等产品保证措施,总结凝练出基于北斗批产研制的全过程产品保证管理的质量管理模式,通过质量数据信息化、生产阶段产品保证、加强数据包管理、总装集成测试(AIT)批量自动化测试,以及在轨故障容限设计方法等质量技术和管理措施,实现了卫星有效载荷高效质量管理能力提升,为保证北斗三号卫星顺利研制和在轨稳定运行发挥了重要作用。The space segment of the BeiDou-3Global Navigation Satellite System is composed of 30 networked satellites.The payload is an important part of the satellite.An institute undertook the task of developing 20 satellites payloads.In order to adapt to the general idea of Beidou network satellites batch production and development,product assurance work is fully implemented during the development period according to the technical characteristics and difficulties of satellite payload.It has been taken production assurance measures,such as paying close attention to risk identification and control,strictly controlling production baseline and technical status,implementing reliability and life assessment and verification,and strengthening the whole-process control of outsourced product.The quality management mode of full-process product assurance based on Beidou batch production and development is summarized and refined.By adopting quality technology and management measures such as quality data informatization,product assurance inproduction stage,strengthening data packets management,AIT batch automation test,and on-orbit fault tolerance design method.The capabilities of efficient quality management for satellite payloads are implemented.The proposed product assurance management model has played an important role in ensuring the smooth development of the Beidou-3 satellites and their stable operation in orbits.
