摘 要:低碳生态城市建设是解决哈尔滨市城市环境问题、促进城市可持续发展的有效途径。哈尔滨市低碳生态城市建设具有新兴产业不断发展、生态资源储量丰富、科研人才优势明显的优势和能源利用率、科技成果转化率相对较低的劣势,同时也面临国际环境利好、国家政策支持、“互联网+”助力的机遇和城市周边生态环境堪忧、低碳生态城市评价指标体系缺失的挑战。从吸引外商投资加快新兴产业发展,利用国家政策支持培养引进科研人才,推动能源技术进步提高能源利用率,借力互联网增强科技成果转化能力,构建低碳生态城市评价指标体系合理开发生态资源几方面探索哈尔滨市低碳生态城市建设,能为其全面开展低碳生态建设提供参考。Low carbon ecological city construction is the effective path to solve the environmental problems in Harbin City,and to promote urban sustainable development.There are advantages in low carbon ecological city construction in Harbin City:continuous development of emerging industries,abundant ecological resources,obvious advantages of scientific research talents.There are also some disadvantages:low energy utilization rate,and low scientific and technological achievement conversion rate.There are many opportunities:positive international environment,support from national policy and assistance of“internet+”.There are also some challenges,bad ecological environment around the city,and lack of low carbon ecological city evaluation index system.It is suggested to attract foreign investment and accelerate the development of emerging industry,utilize national policy support and train and introduce scientific research talents,promote energy technology and improve energy utilization rate,use internet and promote the commercialization of scientific and technological achievements,and construct low carbon ecological city evaluation index system,so as to explore the construction of low carbon ecological city,and provide references for the comprehensive development of low carbon ecological construction in Harbin City.
