基于全域治理背景下的水利综合规划编制的思考——以湖北省仙桃市为例

摘　　要：仙桃市位于湖北中部的江汉平原,其特殊的地理位置为仙桃市经济社会长足发展奠定了坚实的基础,也决定了仙桃市有必要按照全域治理的理念,进行城市水利全面谋划和系统治理。本文从全域治理的角度,分析了仙桃市全域水利治理面临的问题及规划的需求,提出了规划思路和目标,并基于此建立了对应的规划体系,可为湖北省及全国其它县市提供参考和借鉴。Xiantao City is located in Jianghan Plain in central Hubei Province.Its geographical location has laid a solid foundation for its economic and social development.It is necessary to carry out comprehensive planning and systematic governance according to the concept of global governance.From the perspective of whole-area governance,this paper analyzes the problems and planning requirements of whole-area water conservancy governance in Xiantao City,and puts forward the planning ideas and objectives,and establishes the corresponding planning system based on this,which can provide reference and reference for other counties and cities in Hubei Province and the whole country.
