摘　　要：财政科技支出体现了政府对科研创新的扶持力度和重视程度,对一国技术进步具有重要的意义。梳理财政科技支出和地区产业结构影响地区技术水平的作用机理,检验其对自主创新和技术引进两种技术进步方式的具体影响发现:财政科技支出显著提升了地区的技术水平,高级化的产业结构对地区技术水平有显著的正向影响,而低级化的产业结构对地区技术水平有显著的负向影响。财政科技支出对自主创新的提升作用大于对技术引进的提升作用,而高级化的地区产业结构对技术引进的提升作用大于对自主创新的提升作用。This paper firstly sorts out the mechanism of how financial expenditure on science and technology and regional industrial structure affect regional technology level,then uses China's 2007-2019 inter provincial panel data to empirically test the effect of financial expenditure on science and technology and regional industrial structure on independent innovation and technology introduction.The study found that:the financial expenditure on science and technology has significantly improved the regional technology level,the advanced industrial structure has a significant positive impact on the regional technology level,and the low-level industrial structure has a significant negative impact on the regional technology level.In terms of the effect,the promotion effect of financial expenditure on science and technology on independent innovation is greater than that of technology introduction,and the promotion effect of advanced regional industrial structure on technology introduction is greater than that of independent innovation,
