摘 要:R&D人员作为国家科技人力资源中开展创新活动的核心人才,受到世界各国的高度关注。文章通过分析北京R&D人员发展现状,并基于DEA分析方法对北京及其他省(区、市)R&D人员投入产出效率进行了实证研究,发现北京R&D人员投入产出综合效率未达到最优且规模效率呈现递减趋势。基于此,文章提出加强研发人才引育、建强创新平台载体和完善人才评价体系等建议。R&D personnel,as the core talents to carry out innovation activities in the antional science and technology human resources,have been highly concerned by countries around the world.Based on the analysis of the development status of R&D personnel in Beijing and the empirical research on the inputoutput efficiency of R&D personnel in Beijing and other provinces(autonomous regions and cities)based on DEA analysis method,the article finds that the comprehensive input-output efficiency of R&D personnel in Beijing is not optimal and the scale efficiency shows a decreasing trend.Based on this,the article puts forward some suggestions such as strengthening the introduction of R&D talents,strengthening the innovation platform carrier and improving the talent evaluation system.
