摘　　要：基础研究原创成果是国家科技创新的动力源泉和参与国际科技竞争的核心支撑,探究其形成机制是新时代建设世界科技强国的迫切要求。首先对基础研究原创成果内涵、分类与特点进行了理论阐释,然后基于知识螺旋模型和知识跃迁四轮驱动机制,构建了基础研究原创成果的形成机制,并将其形成过程划分为具有螺旋演进特征的原创孕育、灵感激发、原创产出和成果扩散四个阶段,且在两两阶段之间分别嵌入了需求推动、系统归纳、迁移吸纳和积累创生四种知识跃迁模式,最后从加强顶层设计、强化原创激励、驱动知识跃迁和完善创新支撑四个维度提出促进我国基础研究原创成果形成的政策建议。The original outcomes of basic research are the power source of national scientific and technological innovation and the core support of the international science and technology competition.Exploring its formation mechanism is an urgent requirement for building a world scientific and technological powerhouse in the new era.Firstly,the connotation,classification,and characteristics of the original outcomes of basic research are discussed.Secondly,based on the knowledge spiral model and the four-wheel-drive mechanism of knowledge transition,the formation mechanism for original outcomes of basic research is constructed.It is pointed out that its formation process is represented in four stages of continuous spiral evolution:original nurturing,stimulation of inspiration,original output,and outcome diffusion.Between every two stages,there are four knowledge transition modes including demand promotion,systematic induction,migration,and absorption and accumulation.Finally,policy suggestions for promoting the formation of original outcomes of basic research in our country are put forward from four dimensions:strengthening top-level design,strengthening original incentive,driving knowledge transition,and improving innovation support.
