摘　　要：随着人类社会迈入数字化发展和数字化治理交叠的新时期,平台型企业逐渐成为数字治理生态中最为活跃的行动主体。政府与平台型企业之间的合作互动变得越来越频繁和深入,构成了数字时代国家治理最为显著的特征。从“共建共治共享”的理论逻辑出发,搭建政府与平台型企业之间“合作共建-协同共治-价值共享”的合作行动框架与“三元互动-双层耦合”的风险分析框架。探讨政府与平台型企业合作的理论诱因、现实动力和实践机制,通过对典型领域的分析,归纳出政府与平台型企业合作的主要模式。在此基础上,揭示数字治理领域政府与平台型企业合作的潜在风险,协调政府、企业和公众共同参与,构建合作风险的整体性防控策略。As human society enters a new era of digital development and overlapping digital governance,platform-based enterprises have gradually become the most active actors in the digital governance ecosystem.The cooperation and interaction between the government and platform-based enterprises have become increasingly frequent and thorough,forming the most prominent feature of national governance in the digital era.Starting from the theoretical logic of"co-construction,co-governance,and sharing",we propose an outline of research on the selection of cooperation mode and risk control from the following aspects:to establish a cooperative action framework of"cooperation,co-construction,co-governance,and value sharing"between the government and platform enterprises,as well as a risk analysis framework of"triple interaction,double layer coupling",to explore the theoretical incentives,practical driving forces,and practical mechanisms of cooperation between the government and platform-based enterprises,to summarize the main modes of cooperation between the government and platform-based enterprises through analysis of typical fields,and on this basis,to reveal the potential risks of cooperation between the government and platform-based enterprises in the field of digital governance,coordinate the joint participation of the government,enterprises,and the public,and construct a comprehensive control strategy for cooperation risks.
